I would suggest we divide and conquer - - that we volunteer for whichever communities we want to follow up with and respond to the person who completed the survey with a friendly email thanking them and offering “how can we help you learn more about this important public health policy…?”
We can send the one-page explanation, the FAQ, and perhaps even a suggested next step, depending on the recipient.

I'm so sorry for the slow reply - I'm on my sub-i this month so a bit busier than typical. That approach sounds great. I was hoping to get at least 1 attempt out to every town for now, in hopes of getting as close to a true cross-section as possible, and will then circle back with further outreach attempts. So far, 100 towns have been contacted with 19 responses. I was planning to send out a large wave this week of ~75 more towns.
I would also like to really highlight Daniel's phenomenal efforts (in addition to the tremendous efforts of the whole team) in gathering email contacts. He has done a terrific job of identifying contacts that I would have never found and it has significantly helped the response rate.
I think that three email attempts per wave… plus a telephone outreach to non-responders. Just detail the protocol so we will have it for the methods section of the paper.

We sent the first survey wave this morning to 50 towns. The survey itself seemed to work great - we have only 5 responses so far (2 definitely interested, 2 not interested, 1 already passed law), but hopefully more will trickle in. I'll plan to send to the rest of the town contacts we currently have over the next few business days.
At some point we can discuss thoughts on how many contact attempts we want to make for towns that don't respond, or if we should change our outreach approach for those towns.
