A Nicotine-Free Generation regulation bars the sale of tobacco and nicotine products to anyone born on or after a fixed date, so the group of people who may legally buy them never grows again. Amherst's Board of Health adopted one on December 4, 2025, following a public hearing on October 30. The cutoff is January 1, 2005, and the rule took effect January 1, 2026.

Amherst released 24 documents covering August through December 2025: meeting agendas and minutes, successive drafts of the regulation, the script used to run the hearing, and the reference materials the Board worked from. Those materials show where the language came from — a state-issued model regulation, and the adopted rules of three other towns.

The town produced no email correspondence with outside advocates, though the records request specifically asked for it. That absence distinguishes this return from most others on this site.
