Adopted — November 3, 2025, by a vote of 3 to 0Dover's Board of Health adopted a Nicotine-Free Generation regulation on November 3, 2025 by a vote of 3 to 0. The Board had voted 2 to 1 in May to take the proposal up formally, and held two public hearings, in September and November. The rule took effect January 1, 2026.
The town released roughly 2,650 documents covering January 2023 through January 2026 — one of the fullest productions on this site. Because Dover produced its email correspondence in full, the file traces the proposal from the first message that raised it to the vote that enacted it.
That first message did not come from a Dover resident. It came from outside the town, from someone who had already passed the same policy elsewhere and said so plainly. Nine days after Dover adopted the rule, its own health director sent the whole package to another town.
