What the records show

• Melrose adopted its own regulation on April 18, 2024, effective January 1, 2025. It appears on this site chiefly for a second reason: the city employs Maureen Buzby, the person who appears most often across every other municipality’s records.
• Buzby is Melrose’s Regional Tobacco Prevention Program Coordinator and runs the Mystic Valley Tobacco Prevention Program, a seven-community collaborative — Malden, Medford, Melrose, Reading, Stoneham, Wakefield and Winchester — funded by the state’s Tobacco Cessation and Prevention Program. Her correspondence reaches dozens of municipalities well beyond that footprint.
• The file contains the planning materials referenced in other towns’ records. In a December 2024 message circulating an updated pediatrician letter and FAQ sheet, Dr. Jonathan Winickoff of Massachusetts General Hospital writes: “the letter should be customized by naming the city and town prior to submission to each BOH. Where possible, we should continue to meet with city and town officials in advance of hearings, and prior to the tobacco industry poisoning the atmosphere.”
• The recipients of that message identify the working group: Winickoff and Thomas Savage of Massachusetts General Hospital, Anthony Ishak, Buzby and Anthony Chui of Melrose, Bonny Carroll of Somerville, Sigalle Reiss of Brookline, Katharine Silbaugh of Boston University, Mark Gottlieb of the Public Health Advocacy Institute, Ginny Chadwick of Brandeis, Jeanne MacDonald, and Lester Hartman of Boston Children’s Hospital.
• Because Buzby’s correspondence reaches so many towns, this production supplies the other side of exchanges that individual municipalities produced only in part. The city produced the records in six batches through August 2026.
