Shelved — Board declined to pursue NFG, August 13, 2026; nicotine pouch cap adoptedMansfield considered a Nicotine-Free Generation policy and never brought it to a vote. No public hearing on the policy was ever held. At its August 13, 2026 meeting the Board of Health declined to pursue it, and no further action is scheduled. Mansfield did separately adopt a six-milligram cap on nicotine per pouch, effective January 1, 2026.
The town's production is nonetheless among the most detailed on this site: 455 emails and 19 supporting documents spanning February through November 2025.
The Mansfield file is useful precisely because the effort did not succeed. It documents the same sequence of contacts, scheduling and materials found in the towns that adopted the policy, without the adoption — and it shows the town's own health director, rather than an outside group, setting the process in motion.

Every document below opens as a PDF. Files the custodian produced in other formats — Word, Excel, Outlook messages — were converted for readability, and the file as produced sits beside each one behind a small grey tag (.DOCX) so the original is always one click away. Nothing in the production has been withheld, compressed or edited: the file count above is every file the custodian released. A few archives and calendar files cannot be rendered as PDF and appear in their original format, marked as such.
