A prohibition on selling nicotine pouches at allA ban is the most direct of the four approaches and the rarest. No municipality whose public records are published on this site has adopted one. The page exists because the distinction between a ban and the other three restrictions is repeatedly confused, including by people reading the regulations at the time they passed.
Belchertown is the clearest example. Its Board of Health restricted pouches to adult-only stores in December 2024, and because Belchertown has no such store, the effect was that pouches stopped being sold in the town. That is not the same as a ban, and the health director said so in writing the evening of the vote: the measure “was not a language to ban, it is language to Restrict the sale of these products to adult only tobacco stores.” The difference matters legally — a restricted product may still be sold somewhere, and a retailer may still apply to become an adult-only store.
Bans have been proposed and in at least one case adopted elsewhere in Massachusetts. Records of those proceedings have not been requested or received, so nothing about them is published here. If that changes, this page will carry the documents.

The health director’s correction, sent the night of the vote, is the document most often relevant to this question: the Board restricted sales rather than prohibiting them, and gave retailers sixty days — to February 9, 2025 — to clear their remaining stock.
