Bellingham is the clearest instance on this site of residents voting a Nicotine-Free Generation proposal down. Because the town proceeded by by-law rather than by Board of Health regulation, the decision belonged to Town Meeting. Article 19 failed on May 28, 2025 by 110 votes to 70.

The town's records span January through December 2025 and document the five months leading to that vote. Unusually, the first documented contact runs outward from Bellingham: the town's health agent wrote to Brookline, and the network came to him.
