Adopted — May 12, 2025, following a May 7 public hearingConway, a town of roughly 1,900 people in Franklin County, adopted Nicotine-Free Generation regulations on May 12, 2025, together with a rule moving nicotine pouches to adult-only stores.
The town released 129 pages — mostly Board of Health agendas, minutes and email correspondence from October 2024 through July 2025. They show the proposal arriving through a regional government agency that supplied the template, walked the Board through the steps, testified at the hearing, and wrote the press release afterward.
Conway's production has substantial gaps: nothing from January 2023 through September 2024 despite the request covering that period, no correspondence with the outside organizations named in the request, and no contracts, grant applications or payment records.
