What the records show

• The Board of Health adopted the Nicotine-Free Generation regulation together with nicotine pouch restrictions on March 20, 2025, effective May 1, 2025.
• A month earlier, at its February 20, 2025 meeting, the Board worked through the remaining questions — the fine structure, the birthdate provision and the pouch restriction — before the hearing was held.
• Twenty-four people testified at the March 20 hearing. Eight were students, one of them from Needham rather than Somerville. The advocates who appear throughout this site were present: Mark Gottlieb, Dr. Jonathan Winickoff, Katharine Silbaugh, Anthony Ishak, Dr. Zachary Rich, Ginny Chadwick and Maureen Buzby. The minutes record that “most of the testimonies were in support.”
• The meeting opened at 6:00 p.m. and the motion to adopt was made at 7:21 p.m. — eighty-one minutes later. The meeting adjourned at 7:26 p.m.
• Three months before the hearing, on December 23, 2024, Buzby wrote to Somerville’s health director explaining how her own position is funded — a Department of Public Health grant drawn from the 1998 tobacco Master Settlement Agreement — and noting which criticism to expect: “This will be pointed out by the opposition if Somerville decides to hold a public hearing.”
