What the records show

• The health director told his Select Board chair the state had staff protecting the town. On April 13, 2025: “The Commonwealth has assigned NFG staff and reps from the MMA to insulate us through the remainder of the process.”
• Nine days before the hearing, the regional coordinator named the opponents she expected. “I expect we’ll see the usual opposition in Hopkinton next week. Stephen Helfer from Cambridge Citizens for Smokers Rights and his cronies, as well as Peter Brennan from NECSEMA. We might see Josh Pruitt from NATO… They usually manage to drum up some local retailers.”
• Testimony came as fill-in-the-blank templates. A coalition organizer sent the health director “the Coalition letter and then templates for a community member and youth,” adding: “I have other example letters that were sent to me if you are looking for a particular perspective (like healthcare, legislator, etc.).”
• After adopting, Hopkinton went to work on Ashland. Asked on September 2, 2025, the health director replied “I can speak to Rajit and find some kids” — Rajit Gupta being Ashland’s health director. The answer: “That would be terrific!”
• It began as routine regional business. The file opens May 28, 2024 with the MetroWest tobacco program reporting Hopkinton’s compliance-check results and offering to “keep you posted on upcoming activities.”
• The opposition was organized too. Thirty-nine of 119 documents share the subject line “Say NO to Nicotine Free Generation (NFG) Regulations”; at least seven came through a bulk advocacy platform. The Select Board chair advised: “I would not answer these form letters if I were you. They are not residents of Hopkinton.” NECSEMA, which publishes this site, wrote the Board next day.
