Milton considered a Nicotine-Free Generation provision and removed it. On January 6, 2025 the Board of Health struck the birthdate language from its draft tobacco regulations, along with a separate provision that would have confined nicotine pouch sales to adult-only stores.

What Milton adopted came later and is a different thing. At a fourteen-minute public hearing on April 28, 2025 the Board approved updated tobacco regulations that include a six-milligram cap on nicotine per pouch but no birthdate provision. Milton does not appear on the Nicotine-Free Generation adoption lists published by the campaign's own organizations.

Milton's production is the smallest received from any municipality on this site — four documents, image-only scans. The records that do exist show the policy being pressed on the town before the vote and again long after it.
