Mansfield considered a Nicotine-Free Generation policy and never brought it to a vote. No public hearing on the policy was ever held. At its August 13, 2026 meeting the Board of Health declined to pursue it, and no further action is scheduled. Mansfield did separately adopt a six-milligram cap on nicotine per pouch, effective January 1, 2026.

The town's production is nonetheless among the most detailed on this site: 455 emails and 19 supporting documents spanning February through November 2025.

The Mansfield file is useful precisely because the effort did not succeed. It documents the same sequence of contacts, scheduling and materials found in the towns that adopted the policy, without the adoption — and it shows the town's own health director, rather than an outside group, setting the process in motion.
