Adopted — April 18, 2024; also the regional program hubMelrose adopted a Nicotine-Free Generation regulation on April 18, 2024, effective January 1, 2025. It appears on this site chiefly for a second reason: the city employs the person who appears most often across every other municipality's records.
Maureen Buzby is Melrose's Regional Tobacco Prevention Program Coordinator and runs a seven-community collaborative funded by the state's Tobacco Cessation and Prevention Program. Her correspondence reaches dozens of municipalities well beyond that footprint.
The city released roughly 2,100 files in six batches through August 2026. Because Buzby's correspondence reaches so many towns, this production supplies the other side of exchanges that individual municipalities produced only in part — including the planning materials that other towns' records refer to but do not contain.
A detailed analysis of Melrose’s complete production, with document excerpts and sourcing.
The complete public-records production, as released by the custodian.
Every document below opens as a PDF. Files the custodian produced in other formats — Word, Excel, Outlook messages — were converted for readability, and the file as produced sits beside each one behind a small grey tag (.DOCX) so the original is always one click away. Nothing in the production has been withheld, compressed or edited: the file count above is every file the custodian released. A few archives and calendar files cannot be rendered as PDF and appear in their original format, marked as such.
